Oakland, 1987. De mystérieux zigzags de lumière verte clignotent sur la ville. Des punks pacifistes se préparent à résister à l'assaut d'une bande de skinheads néo-nazis. Un duo de rappeuses affronte sur scène un confrère populaire ouvertement misogyne. Un collecteur de dettes a maille à partir avec un flic corrompu. Un joueur étoile de la NBA, expert en arts martiaux et fondateur d'un mouvement Nouvel-Âge, exerce une terrible vengeance sur un gang de cambrioleurs meurtriers.
